Petitions for April 6, 2021 Municipal Election Available September 22, 2020
LAKE BARRINGTON, IL. – Beginning Tuesday, September 22, 2020, petitions for candidacy for the 2021 Lake Barrington municipal election will be available at the Lake Barrington Village Hall, 23860 N. Old Barrington Road, Lake Barrington, IL. The first day to circulate nomination petitions is September 22, 2020. Village President, 4-year term, and three Trustee, 4-year term positions are up for election.
The filing period is Monday, December 14, 2020 through December 21, 2020, excluding weekend days. The Village Clerk will accept petitions only at the Village of Lake Barrington Village Hall, 23860 N. Old Barrington Road, Lake Barrington, Illinois, during the regular office hours of Monday through Friday from 8:00 a.m. to 3:00 p.m., provided that on the last day for filing, the Village Clerk will accept petitions at the Village of Lake Barrington Village Hall between the hours of 8:00 a.m. and 5:00 p.m. The last date to file objections to petitions is December 30, 2020.
We learned that Lake County calculates their nomination petition signature requirements differently than do many other counties in Illinois and therefore the courtesy calculation for signature requirements that they provided to be handed out in local election packets is different from what we calculate based on the statutory language of 10 ILCS 5/10-3 of the Illinois Election Code.
The minimum number of signatures for independent candidates is equal to 5% of the votes cast at the last local election (the actual number of voters who appeared and voted) and the maximum number of signatures is either 8% of the total votes cast at the last local election or 50 more than the minimum number of signatures, whichever is greater. According to the publicly posted Lake County Election Results for the Consolidated Election held on April 2, 2019 (See Summary CSV at the following website:

) which is the last local election before petitions could be circulated -- 1484 ballots were cast by Lake Barrington voters. Based on the foregoing, the number of registered voter signatures required is not less than 75, nor more than 125. 10 ILCS 5/10-3.
However, Lake County's courtesy calculation of signature requirements, which incorporates undervotes and overvotes and the number of offices voted for at large is not publicly posted anywhere and which is inconsistent with how for example McHenry County and Cook County tabulate ballots cast, noted that the minimum signatures should be not less than 52 or more than 102.
Given the conflicting information provided by Lake County, our conservative recommendation would be that current officials running for election or reelection on April 6, 2021 collect a minimum of not less than 75 signatures nor more than 102 signatures for nominating papers for the April 6, 2021 Consolidated Election, the filing period for which begins Monday, December 14, 2020.
